Isa Avanceña is the Policy Manager for California Forward (CA FWD), where she conducts research and policy analysis, and supports the development of a policy agenda that advances the organization’s mission of bringing people together across communities, regions and interests to make the California Dream a reality for every Californian.

Previously, Isa worked for Valley Vision, a civic leadership organization dedicated to improving the livability of the Sacramento region. While there, she co-wrote multiple research and policy assets, including regional public opinion poll reports and broadband policy resources, and supported key economic development initiatives.

Isa grew up in Manila in the Philippines, where she obtained her J.D. and passed the Philippine Bar in 2018. In 2019, she moved to Sacramento and transitioned to a career in the nonprofit sector, where she honed her expertise in research, policy analysis and stakeholder engagement and facilitation. In December 2021, she obtained her LL.M. from the University of California, Berkeley School of Law.
