Sustainable Communities Fellow

Darwin Moosavi is CA FWD’s Sustainable Communities Fellow. In that role he is working on developing actionable strategies to build a more resilient, inclusive, and sustainable economy in California.

Darwin Moosavi is the Principal of Darwin Moosavi Consulting LLC, a practice dedicated to advancing policy solutions that improve transportation, housing, economic development, and climate outcomes in California and beyond.

Darwin brings more than 15 years of experience in public service and policy leadership, with a focus on creating sustainable, equitable, and resilient communities. Under Governor Gavin Newsom, he served as Deputy Secretary for Environmental Policy and Housing Coordination at the California State Transportation Agency (CalSTA) from 2019 to 2025. In this role, Darwin led initiatives to reduce vehicle miles traveled, coordinate housing and transportation policy, and advance climate resilience efforts. He was also the lead author of CalSTA’s Climate Action Plan for Transportation Infrastructure (CAPTI) and continues to work on its implementation across the state.

Prior to his appointment at CalSTA, Darwin served as Sustainability Project Manager at Caltrans, where he championed walking, bicycling, and transit use, promoted zero-emission vehicles, and integrated equity considerations into departmental planning and projects. Under Governor Brown, Darwin served as a Senior Planner at the Governor’s Office of Planning and Research (OPR), focusing on transportation policies to foster sustainable communities. He also played a key role in building the Affordable Housing and Sustainable Communities (AHSC) program, later serving as its Program Manager at the Strategic Growth Council.

Darwin holds a Bachelor of Science in Environmental Policy Analysis and Planning from UC Davis and a Master of Urban and Regional Planning with an emphasis in Transportation Planning from Portland State University.
