CA FWD regularly supports legislation that advances our mission and commitment to a New California Economy that is sustainable, resilient, and inclusive. Below are the bills and other initiatives which we are supporting.
Below are the bills CA FWD is supporting during the 2025-26 legislative session:
AB 1666 (Rogers) – Biomass Innovation Parks Act: Enacts the Biomass Innovation Parks Act, which would establish the Biomass Innovation Park Grants and Financing Program. The bill would require the agency, in coordination with the Department of Food and Agriculture and CAL-FIRE, to identify one or more biomass innovation parks.
AB 1699 (Rogers) – The Good Fire Act: Eases implementation barriers and expands California’s use of beneficial fire—a proven tool for reducing catastrophic wildfire risk, protecting communities, and restoring healthy landscapes.
AB 1891 (Connolly) – Beneficial Fire Capacity Act: Creates a Beneficial Fire Capacity Program by dedicating 10% of the existing Greenhouse Gas Reduction Fund’s annual continuous appropriation for CalFire’s wildfire resiliency programs to support Tribal and community-led beneficial fire.
AB 2516 (Petrie-Norris) – California Grid Manufacturing Initiative: Establishes the California Grid Manufacturing Initiative (CGMI) and addresses challenges facing California’s electric grid: escalating equipment costs, severe supply chain bottlenecks, and the need to modernize aging infrastructure while advancing our clean energy goals.
AB 2745 (Fong) – International Trade and Investment: Modernizes and strengthens California’s approach to international trade and investment, including, but not limited to, enhancing the Governor’s Office of Business and Economic Development’s (GO-Biz) International Trade and Investment Program to better support California businesses in accessing and expanding into global markets.
SB 894 (Allen) – Wildfire Mitigation Affordability Act: Establishes the California Wildfire Resilience Loan Program, creating a state-backed loan loss reserve that can leverage public dollars by as much as 10-to-1 to unlock private capital, lower interest rates, and finance home hardening and defensible space improvements for residential and small business properties across California.
SB 973 (Becker) – Wildfire County Coordinator Program: Strengthens community wildfire resilience statewide by pairing standardized, state-led risk assessment guidance with locally delivered implementation capacity. It codifies and expands a proven program—the Wildfire County Coordinator Program—so state wildfire strategy consistently translates into on-the-ground risk reduction.
SB 1054 (Cabaldon) – Better Data, Better Coverage, Better California Act – SUPPORT IF AMENDED: Directs the Employment Development Department to collect hours worked, job type, and occupation information through existing employer wage filings. By collecting hours worked and occupation, SB 1054 will help the state measure job placement, wage progression, and workforce outcomes more effectively, while better aligning training investments with quality jobs.
SB 1079 (Stern) – Fire Innovation Unit Act: Establishes a Fire Innovation Unit within CAL FIRE, led by a Deputy Director of Wildfire Innovation. The unit will identify operational needs, rigorously test emerging technologies, coordinate field demonstrations, and accelerate successful
tools into statewide deployment—ensuring that innovation is guided by the needs of firefighters and land managers.
SB 1087 (Cabaldon) – Sustainable Communities Act Modernization – SUPPORT IF AMENDED: Strengthens sustainable communities strategies (SCS) implementation and delivers on the original and ambitious promise of SB 375 (2008, Steinberg), the Sustainable Communities and Climate Protection Act, the landmark state law designed to reduce greenhouse gas emissions by linking regional transportation, land use, and housing planning.

Diablo Canyon 2045: A coalition urging California lawmakers to pass legislation this year to extend Diablo Canyon Power Plant operations to 2045 to ensure California’s clean energy transition meets the need for reliable, affordable, carbon-free energy as electricity demand grows.
Mass Timber Coalition: With the Board of Forestry and Fire Protection, the Coalition will work to accelerate an in-state mass timber industry to drive economic development, deliver on California’s forest health goals, and tackle pressing issues related to wood utilization and forest products.
