Kayla Charters

Kayla Charters serves as the Economic Development Manager for the City of Menifee, California, where she has played a key role in driving the City’s economic momentum since 2016. With a results-oriented and community-centered approach, Kayla leads a high-performing team responsible for advancing City leadership’s economic vision and delivering award-winning programs that strengthen Menifee’s fiscal sustainability, business climate, and quality of life.

As a strategic leader in one of California’s fastest-growing cities, her work emphasizes maximizing return on investment, cultivating public-private partnerships, and ensuring economic development efforts directly benefit the Menifee community. Known for blending data-driven strategy with innovative thinking, Kayla brings a fresh perspective to municipal economic development while maintaining a strong foundation in public service.

Kayla earned her Bachelor of Arts degree in Communications, with an emphasis in Public Relations and a double major in American Studies from California State University, Fullerton, and holds accreditation from the California Association for Local Economic Development (CALED). Kayla takes great pride in serving the City she lives, works, and plays in, remaining passionate about building a strong, vibrant future for the community she is proud to call home.
