Foundation Partnership Supports California Forward

SACRAMENTO-- The William and Flora Hewlett Foundation, The James Irvine Foundation, The David and Lucile Packard Foundation, The California Endowment, and Evelyn and Walter Haas, Jr. Fund together have committed substantial funding, $15.9 million over three years, to support California Forward’s efforts to achieve more responsive, inclusive and accountable state government.

The foundations jointly launched this project after holding a series of discussions regarding how California’s governance and fiscal problems undermine the state’s capacity to make progress in critical areas affecting all Californians, such as education, health, the environment, and economic opportunity. Each of our foundations supports programs in these important areas, and we realize that California’s current governance and fiscal system serves as an impediment to the progress we seek to achieve.

While recognizing that previous efforts to address governance and fiscal reform have been challenged by a variety of circumstances, we are persuaded that California Forward contains several key elements for success: it is led by experienced, respected and bipartisan leaders; the organization is actively engaging state and local policymakers; substantive effort is dedicated to involving Californians who reflect the state’s diversity in an authentic way in understanding and addressing these challenges; and California Forward has sufficient resources and capacity to sustain the development and implementation of a variety of significant reform efforts.

California Forward will also take a project-based approach, permitting it to be nimble and focused by identifying specific goals and objectives, while tracking progress over time. As funders, we expect tangible results within these first few years; yet at the same time, we recognize that this is a long-term undertaking that will require our sustained engagement beyond these first three years.

The quality and caliber of people serving on the California Forward Leadership Council, led by Leon Panetta and Tom McKernan, combined with the experience and knowledge of its staff, give us great confidence that we can succeed in transforming how California governs itself and stewards its resources for the future.
